Preparing for the ship’s registration under the RIF
Preliminary administrative and technical review
As soon as you decide to register your ship with the RIF, make a name and number reservation request with the RIF Office. In response, the Office will send you a reservation confirmation for the name and number.
You shall then initiate the ship commissioning process (MSN in French), which follows several steps:
- plans and documents review by a security commission (regional security commission - CRS, or central security commission - CCS),
- in parallel, one or more special site surveys (for a ship being built or in refit),
- the ship commissioning survey. Depending on the type of ship and its characteristics, the interlocutors are different.
To initiate the process, you shall complete a declaration of ship building (DMC in French) or of acquisition of an existing ship and sent it to the RIF Office which will transfer it to the relevant service. In return, you will receive a decision note indicating your contact person for the technical monitoring of the ship. You will then discuss with this person all technical aspects, in particular to understand the applicable regulations and the list of plans and documents to provide for the ship approval.
As soon as you have the relevant information to submit the requests (for example, the list of radio equipment for the request on radio identifiers), the following steps shall be taken:
- the request for an IMO number (for ships with a gross tonnage over 100) made to IHS,
- the request for radio identifiers (MMSI and call sign) to the RIF Office, which will forward it to the ANFR.
Entry into the fleet
When the date of entry into the fleet is known and the safety commission has authorized the issuance of the ship’ security documents (navigation licence in particular), you shall:
- complete the application for francization and registration;
- check with the inspector in charge of the ship technical monitoring to agree on a commissioning survey / or a special survey date and the issuance of the navigation licence;
- fill an application for the administrative licence (permis d’armement in French) on the Shipowner’s Portal (Portail de l’armateur in French).
