Zoom on the Enim regime: social contributions, social benefits and contacts
A public institution, the "National Institution for invalids of the navy" (Établissement national des invalides de la marine - Enim) is the organization that manages the special social security regime for seafarers who are seamen.
Social contributions to the Enim regime
This paragraph only deals with the costs of joining Enim. There are other contributions to be expected (general social contribution, family contributions, unemployment insurance contributions, etc.). For details, visit www.marins.urssaf.fr
Social contributions base: flat-rate salaries
Enim regime pension and provident fund contributions are calculated on the basis of flat-rate salaries determined annually on 1st April by interministerial decree.
These flat-rate salaries correspond to the categories into which seamen are classified on the basis of the duties they perform on board ships (article L. 5553-5, French Transport Code). The scale of duties/categories goes from the 1st to the 20th category.
Function | Coastal navigation | Cabotage and long distance |
Captain | 6th category | 12th category |
Crewman | 3rd category | 8th category |
See the tutorial for determining the seaman category classification to be taken into account
Rates of Enim pension and provident contributions
In accordance with article L. 5553-1 of the French Transport Code, the rates of employer and employee contributions are set by regulation. For ships registered in the RIF, reference should be made to decree no 2007-941 of 15 May 2007 as amended setting the rates for calculating employers’ contributions and personal contributions to Enim regime in respect of services performed by seamen on ships registered in the International Register of the French flag.
The URSSAF website remains the reference for information on contributions.
(1) seamen who meet the residence conditions set out in article L 136-1 of the Social Security Code (reference: decree no 98-49 of 23 January 1998 modifying the rate of the personal contribution paid to the general provident fund for seamen);
(2) seamen who do not satisfy the residence conditions set out in Article L 136-1 of the Social Security Code
Health insurance for seafarers who are seamen
Details of the benefits provided under this special social security regime are set out and updated regularly on the Enim website.
The regulations governing the welfare of seamen are mainly based on the decree of 17 June 1938 relating to the organisation and unification of the seamen’s insurance scheme.
Enim benefits in kind
Same as for the general health insurance scheme (article L. 321-1 of the French Social Security Code))
Enim cash benefits
Enim pension for seamen
The old-age insurance scheme for seamen covers three types of pensions (articles L.5552-1 and following of the French Transport Code):
- the seniority pension when the seaman has at least 25 years of service countable for pension;
- the proportional pension when the seaman has at least 15 years of service countable for pension;
- the special pension when the seaman has a period of service countable for a pension of at least 3 months and less than 15 years.
Enim pension calculation
The pension amount is determined based on a percentage of the reference salary.
Each year of contribution entitles to 2% of the reference salary. The pension amount is then determined with the following formula:
