Which ships can register under the RIF?

In accordance with Article L. 5611-2 of the Transport Code, the following ships are eligible for the French International Register RIF:

  • 1) ocean-going commercial vessels or operating on international cabotage, with the exception of passenger ships operating on routes connecting France to the United Kingdom or the Maghreb;
  • 2) commercial yachts, with a length overall > 15 meters 1;
  • 3) professional fishing vessels registered for deep-sea fishing, classified in the first category and operating in areas defined by regulations.

In accordance with Article L. 5611-3 of the Transport Code, the following ships are not eligible for the French International Register:

  • 1) passenger ships operating on intra-European scheduled routes or, according to a list set by regulation, on international scheduled routes;
  • 2) ships operated exclusively for national cabotage (coastal trade);
  • 3) port service ships, in particular those assigned to towing, maintenance dredging, mooring, pilotage and buoyage services;
  • 4) professional fishing ships not mentioned in the 3° of Article L. 5611-2 and by the regulatory measures for its implementation.

1The length overall is defined in article 1 of the decree n°84-810 as "the longitudinal dimension of the ship hull and its appendages according to provisions set by the Minister in charge of the sea". Article 110.2 of Division 110 in the regulation annexed to the decree of November 23, 1987 specifies: "The overall length, as defined in article 1 of Decree n°84-810, is understood as the distance measured between the foremost and the aftermost parts of the ship. It includes all the outfitting and appendages of the ship’s hull, positioned in their configuration at sea, whether fixed, mobile or removable."
