Digitisation of seafarers’ certificates, training records and endorsements

In accordance with the relevant provisions of the STCW and STCW-F Conventions, and the guidelines for the use of electronic certificates (FAL.5/Cric.39/Rev.2) published by the International Maritime Organisation (IMO), France has decided to digitise all certificates, training attestations and recognition endorsements issued to seafarers.

Seafarers who hold a certificate, training attestation or recognition endorsement issued by France now receive this document in digital format, which can be downloaded from a secure personal web space called "Portail du marin" (seafarer’s online space). It is also possible to print these documents from this platform.

In the event of an inspection, in accordance with regulation I/4 of the STCW Convention or regulation 4 of the Annex to the STCW-4 Convention, it is possible for the seafarer to present these documents from a computer screen (tablet, mobile phone, computer) or in printed format.

In accordance with regulation I/2 of the STCW Convention, section A-I/2 of the STCW Code and regulation 6 of the Annex to the STCW-F Convention, the authenticity and validity of the document may be verified from an electronic register accessible:
