Crew list
A crew list identifying the seafarers on board a ship is available, at all times, for all competent authorities of the flag State and the port State.
For professional ships flying the French flag and undergoing international voyages, the crew list mentioned in article L. 5522-3 du code des transports is understood as follow:
The master ensures at all times that the crew list adequately represents the seafarers present on board, in particular before each departure at sea.
The young workers as mentioned in article L. 5541-2 of the Transport Code are indicated on the crew list.
The crew list is communicated by the master to a person ashore designated by the shipowner before the ship sets sail. It is kept for five years from the date of its signature by the master. It may be sent in electronic format.
The crew list is available to all competent authorities of the flag State and the port State requesting it in particular, the control officers mentioned in article 8 of the Decree above.
There is a fine as a 5th-class ticket if the shipowner or the master, in violation of article L. 5522-3 of the Transport Code:
- 1° does not provide with the crew list identifying the seafarers on board the ship to the competent authorities of the State requesting it;
- 2° keeps a crew list not compliant with the characteristics set by the Decree above.
By Article 10 of the Decree, these provisions are applicable to ships registered under the French flag with the RIF.
